Abstract :
In this paper we define conceptual framework and reference processes for planning of training measures in the course of the Skill Management in a large company. We motivate a holistic approach which equally takes into account top-down strategic considerations and bottom-up evaluation of training needs, seen from an individual or Organisational Unit perspective. The respective subprocesses for Assessment of Training Needs, Training Program Planning and Personnel Development Planning are centered around an ontology-based modelling of (required, and available) competencies in the company, and an ontology-based matching component for skill profiles. The elaborated processes are embedded into a comprehensive framework for integrated design and support of Human Resource Management as currently under work in a Ph.D. thesis realized as action research within the HR department of a big international car manufacturer. The whole landscape of interacting software modules currently under development, shall be supported by a new IT infrastructure built around a so-called HR Data Warehouse which integrates all HR related information from existing dispersed software systems.
