Abstract
This paper presents a rate control algorithm designed for a 3D wavelet-based video compression scheme, used for real-time video transfer. Wavelet compression schemes demand a rate control algorithm for real-time video communication systems. Furthermore, 3D wavelet compression schemes require, a group of frames (GOF) to process the third dimension of wavelet coefficients. The GOF thus produces an inherent delay in the transmission of real-time video. Also, for real-time video transfer, the frame acquisition rate of the server, and the display frame rate of the client must be equal. These factors must be taken in to consideration when developing a control algorithm to supply a constant frame rate from server to client. Our solution to this rate control problem is comprised of a leaky bucket algorithm used in both the client and server sides
