A framework of municipal management information systems (MMIS) in e-government

Today´s need for more complex, more capable systems in a short timeframe is leading more organizations towards the integration of existing systems into network-centric, knowledge-based system-of-systems (SoS). Cross-agency collaborations are critical to the success of e-government, which has great potential to transform the way that governments work, share information and deliver services to external and internal clients. In this study a reference model of e-government in Shanghai is presented. Then it was used to propose a framework of municipal management information systems (MMIS) based on the System-of-Systems. The analysis and findings in this study could reflect the recent progress of research and practice in e-government in China.
