Abstract
Emergency supplies dispatch is becoming more and more important and complex and we find hierarchical dispatch is a good method. Based on it, we propose a method about the two-level dispatch problems of emergency supplies which is characterized with multi-supplies and multi-vehicles. In addition, we also give the mathematical description and model considering two kinds of road and multiple objective functions. Then we solve the problem depend on the criteria of both the shortest time and the least cost. A two-level dispatch example is demonstrated for the problem we discuss. In which, the first-level system consists of first-level warehouses, second-level warehouses, first-level vehicles and first-level route network while the second-level system is composed of disaster points, second-level warehouses, and second-level route network. We decouple the two-level example into two single-level problems, and take the total time and total cost as the objective functions considering laytime. Firstly We use the genetic algorithm to figure out the second-level system and get first-level system´s initial conditions then use the same means to figure out the first-level system. Eventually, a detailed plan is figured out, in which each vehicle is invested with specific task, including its cargo, starting point and destination.
