Abstract :
This paper offers two contributions: first, it introduces a method for effective grouping of system users according to their impact on the transmission constraints of interest into congestion clusters. Second, it shows how the method introduced could be used for facilitating either a spot transmission management market (independent of the electricity market), or an entirely decentralized (bilateral) transmission market. Possible applications of the proposed market would be for on-line transmission loading relief (TLR) in normal operation. The concepts proposed are illustrated on the large size New England power network.
