Abstract
This paper seeks to provide bit allocation and coding gain for optimum picture ordering in the MPEG video compression standard. A coding gain is derived based on prediction theory. The optimum ordering of I,P,B pictures is clarified according to image source characteristics. Also, a parameter reflecting the tendency of interframe correlations is introduced.
