Abstract :
´Since the beginning of time, measurement has been a problem.´ Thus Dr. Peter Cochrane, in his opening address, suggested a caption for Blake´s painting, reproduced on the cover of the programme and the proceedings for this conference. It is certain that, following this conference, those who attended will find measurement?at least of digital transmission systems?rather less of a problem than before. The conference attracted an audience from 21 countries. Even though a comparatively short time of 15 min was allowed for each paper, there were still more papers submitted than could be accommodated.
