Abstract
This paper describes the design of a new speech synthesizer based on the Multi-pulse LPC algorithm. The synthesizer is designed to operate over a range of both male and female speakers with a user-selectable bit rate to allow a tradeoff between voice quality and bit rate. Natural sounding speech is achieved at a nominal bit-rate of 9.6 KB/s. A fully automated analysis support capability allows messages to be easily analyzed without manual intervention.
