Abstract
In this paper, we present a hierarchy hypothesis (HH) for designing organizations, and advance an operable and systemic approach based on HH to design organizations, which support the viable systems model and the methods of a three-phase iterative organizational design process and integrate the recursion and balance principle viable system model.
