            Abstract : 
This paper proposes a kind of method to realize global satellite communication, which uses a constellation that covers a specific region, inter-satellite links (ISL), an intelligent network control center (NCC) and intelligent terminals (IT) to constitute a global satellite communication system. It mainly provides a domestic service, and also has the ability to support global communication. Especially, it can provide real-time communication during the whole day throughout the Taiwan Strait and South China Sea without Earth stations abroad. It is also low-cost compared to other global communication systems. As above, this system is meaningful for our country and other countries whose state is similar to China.
