Abstract :
This paper presents a novel bit rate estimation algorithm based on the significant coefficient percentage (SCP) in a wavelet image. A linear rate control model is developed by means of the R-D characteristics of wavelet transformed images. A fast and accurate bit rate control algorithm is implemented for the X-tree wavelet image coder under this framework. Experimental results manifest the effectiveness of the new bit rate control model.
