Abstract :
A new low complexity transcoder for pre-encoded MPEG2 video is introduced. Based on the various architectures for video bit-rate reducer, we optimize the compression on the macro-block (MB) level and analyze the resulted quantization errors. We propose a low complexity rate-control algorithm accordingly. Finally, we examine coded video data in order to evaluate our model.
