Abstract
We study the rate control problem with an arbitrary communication delay in Kelly´s optimization framework. We show that there is a close relationship between the stability of the system and that of the underlying discrete time system. We characterize the oscillations in terms of the period two orbit of the underlying discrete time system in the instability regime. We demonstrate that the oscillations can be fairly large by computing the bounds for large delays.
