Abstract
Quality of service is becoming a critical criteria of network performance. Network utilization is also another critical criterion. Network providers often have to choose favoring one in the expense of the other. In this paper, we propose a bandwidth allocation technology (BAT) for autonetworks which is able to promote both quality of service (QoS) and high bandwidth utilization. BAT is easy to understand and, if properly implemented, may be simple or even automatic to administer.
