Abstract
In Japan, we have made legal preparations against disasters a high priority. However, in spite of an advanced information oriented society, we have not completed the legal framework when it comes to the transmitting of information. For example, it is not yet determined which organization is responsible for spreading what kind of information, in times of emergencies. We suggest new legal framework to send information during disasters. Now we deal with Japan´s case. Based on this study, every country can make concrete preparations against unpredictable situations in terms of emergency information. In other words, every government can construct legislation concerning emergency information based on our research.
