Abstract
We present a scalable video coding scheme based on a three dimensional (3D) Gauss Markov random process (GMrp) and replenishment extended vector quantization (VQ). The proposed video codec is capable of offering different quality of service (QoS) in the temporal and spatial domains. Compression results illustrate the superiority of the proposed scheme over the ITU standard, H.263, at high compression ratios.
