Abstract :
In this paper, we propose a transcoding scheme for progressive fine granularity scalable video coding (PFGS). Unlike transcoding schemes for non-scalable video coding aiming to change the bit-rate of the video, the transcoding scheme proposed here is to improve the coding performance of scalable video signals when bandwidth has large change. We design a simple transcoder that can perform PFGS transcoding efficiently and in a low complexity way. Experimental results show that our transcoding scheme can significantly improve the bitstream´s performance while bandwidth changes largely.
