Abstract
A new approach to the WCDMA location selection problem, with a strong consideration of the network capacity and quality objectives, is discussed. The base station (BS) location evaluation criteria, based on the other-to-own cell interference ratio, are presented and discussed. Additionally, the new combinatorial optimization algorithm, dedicated to the network planning issues, is introduced and described with a detailed discussion of the performed tests.
