  • Abstract
    Mobile communications have been rapidly developed in the worldwide. However, nowadays they are in the hard conditions, because the mobile markets are saturated and economic conditions are in the slump. Especially in the case of W-CDMA, Japan is the only country that successfully provides commercial services, while European markets are extremely stagnant due to several problems. Some operators have so far as given up to launch W-CDMA services and disposed or returned their licenses. There are a plenty of discussions to advance W-CDMA services in the EU level, particularly focused on license, spectrum trading, infrastructure sharing. European government and regulatory are worried between allowing entering new operators to activate competitions and protecting existing operators, which acquire licenses from beauty contests or auctions. However as the numbers of operators are increased, which start to W-CDMA services in Europe, government and regulatory takes some more time and look after their markets. To activate markets, they need to give newcomers a chance to enter the market through by the spectrum trading and infrastructure sharing
