Abstract
Congestion pricing-based transmission control protocol (TCP) congestion control can be used for dynamic pricing. It is believed by the Internet community that this type of pricing is more appropriate for Internet users. There are a number of congestion pricing-based congestion control schemes that can be found in the literature. They incorporate an active queue management (AQM) scheme and some explicit feedback from the network. This feedback is generated by setting the congestion experienced (CE) bit in the header of the packets traveling in the forward direction, and the destination sending the pricing information gathered from the receiving packets to the sender by an acknowledgement segment traveling in the reverse direction. However, fairness of these methods depends on the parameters selected. The approach presented in this paper uses historical data to find the congestion-price of a connection. Once the price is found, it can be used to calculate the appropriate rate of the connection. This method uses only the naturally available round trip time (RTT). Hence, it does not have to use the CE bit in the header of the IP packets thereby reducing the processing time at the routers.
