Abstract
In traditional rate control schemes, the rate distortion (R_D) optimizing method is adopted to minimize the distortion and subject to the constraint of rate, which however only utilizes the spatial domain information of one frame of video sequence. A new rate control method based on temporal-spatial domain information is proposed in this paper. The method distinguishes the macroblocks (MBs) as different importance levels according to their referred times in the temporal domain and combines the spatial characteristics of MB to implement rate control. Allowing for the temporal correlation, the proposal can be optimal in sequence sense rather than frame sense. Simulation results show that the method is reasonable and effective in video coding. It is applicable in video coding and transmitting applications
