Abstract
The overestimate of the round trip propagation delay in FAST TCP will cause unfairness. In this paper, we propose a new congestion control algorithm which regulates the window size using the packet marking probability of the router to overcome the unfairness of FAST TCP. The simulation results show that the algorithm can improve fairness and the stability is also analyzed
