Abstract
The telecoms industry is moving towards an "all-IP" approach to mobile systems. However, this is often taken to mean IP packets are not natively routed and IP-level functions, such as multicast, are not supported. In our approach we define an all-IP mobile network as one that adheres to the architectural principles of the fixed Internet and show that the primary function of such a network is to deliver IP packets to mobile users. We introduce the concept of an IP Radio Resource Management (RRM) layer and show, through modeling, how this could be implemented for existing Wireless LANs.
