Abstract :
We compute the effective magnetic permeability in a high-contrast dielectric photonic crystal made of square ferroelectric rods in a square lattice and show that it can reach values of a few tens either positive or negative. This effective permeability is also shown to be isotropic in the plane normal to the rods. Its origin is investigated and shown to be due to Mie resonances and not Bragg scattering unlike other photonic crystals presented so far. Finally a photonic crystal (BST/MgO) is proposed in the X-band to demonstrate these properties.
