  • Abstract
    This paper brings the thoughts of knowledge management to the field of emergency management, and proposes a brand-new method based on the matching of knowledge supply and demand to evaluate the emergency response capability of emergency plans. Firstly, this paper gives us the methods of abstracting the emergency knowledge demand from the work flow of emergency response and abstracting the emergency knowledge supply through performing rhetorical question on the contents of emergency plans, and then, takes the earthquakes for example to put forward the detailed flow of the knowledge supply-demand matching. Finally, the idea to locate the exact deficiencies of emergency plans is proposed. This evaluation method can not only get a comprehensive evaluation result which is similar to the traditional evaluation methods, even more important, it can also locate the exact deficiencies of emergency plans and help us to provide specific suggestions for relevant departments to revise and improve the plans.
