Abstract :
Incident is a serious problem of great concern for traffic management department on expressway, and the decision support systems (DSS) can be used to improve the quality of the traffic emergency dispatch operations. Based on the demand analysis of DSS for expressway traffic emergency rescue, the architecture, service function, model base and database are designed. The model and data integrated in the DSS base are used to minimize emergency dispatching time. The proposed DSS provides much functionality, such as location of service point, optimum allocation of rescue resources and dispatching methods. According to decision requirement of incidents, the opportunity- based rescue resource dispatching method is used. By establishing the opportunity cost-based dispatching model, "Scene Decomposition Method" is proposed to put the model into simplification and solution, and is demonstrated successfully by digital simulation. The research findings could not only provide the design scheme for developing the proposed DSS in China, but also supply the supporting of theory, technique and development environment.
