Abstract
Rational decision making is concerned with the selection of a specific alternative which, within the best available knowledge, is most preferable in terms of some judgment. In this paper we shall model a decision making process which represents how national decision making can be arrived at. The need for planning within the decision making process is then discussed. The remainder of the paper focuses on the planning process and an integrated approach to it is outlined. The approach emphasizes the use of models in facilitating the decision making process. Some issues on organizational planning are also discussed.
