Abstract
This paper addresses the identification of critical modes in electric power systems and the effective locations of decentralized Power System Stabilizers (PSSs) for a wide range of operating conditions. First the critical modes and the suitable locations for PSSs are identified for a nominal system by checking eigenvalue ranking indices and residues corresponding to these critical modes. Then perturbations on ranking indices due to changes in operating conditions are estimated. This leads to a new set, possibly larger, of critical modes. The generators with large residues are identified as the most suitable units to be equipped with PSSs.
