Abstract :
This paper will discuss various aspects of the Regency Net (RN) program. Following the introduction, a discussion of the requirement, its urgency, and a chronology of events are presented. An explanation of the decision process associated with the acquisition strategy and selection of contractual mechanism follows. The paper then discusses the major program requirements, followed by an explanation of problem areas requiring resolution by the RN contractor.
