Abstract :
Radio waves are defined as electromagnetic waves of frequencies arbitrarily lower than 3,000 GHz. Radio spectrum is limited public-resource such as water, gas and electronic power. Therefore it involves in various competitive demands and the government´s management and enforcement activities are inevitable.
