Abstract :
Information and agency barriers are identifiable market failures that inhibit energy dependant service customers from achieving locally optimal utilisation of their available low emissions resources. Electrical system, appliance and service change decisions reflect changed customer requirements for optimised performance in economic, social and/or environmental factors, against alternatives of different perceived or measured value. These barriers inhibit participants from considering power system interoperability, instead delivering standards compliance through distant peaking plant and reticulation system reconfigurability. This paper explores framework, as an integrating power systems safety layer, that facilitate customers to identify their optimal energy resource mix to meet changing service requirements.
