Abstract

Based on coal administrative information opening in Shanxi Province, the paper reviews the related domestic and foreign studies on the effect of e-government information opening, collects a large number of data through the questionnaires from the view of negative effects diffusion and information communication, deduces the primary influence factors of negative effects of e-government information opening which are based on the analysis of the data, constructs a model of negative effects of e-government information opening on the principle of rationalization.
