Discussion on the Performance Assessment of Scientific Research Works in Local Institutions of Higher Learning

The performance assessment of scientific research works in local institutions of higher learning acts as an important part in scientific research management. At present, there exist such problems in the PA system as improper assessment index, lacking of systematicness in its system, excessive focus on the results, lacking of scientificalness, irrational interest guidance leading to an action for quick result and immediate profit and to the impetuous mind, ignorance of team performance etc. Facing the problems, local colleges and universities must, based on their own situations, adhere to the principles of uniform target, guidance quality, systematicness, comparability etc., trying to establish a systematic, multi-level and comprehensive PA system.
