Abstract :
The safety of air traffic management is basic goal during researching, planning and allocating air traffic management system. It is significant to evaluate the safety performance of air traffic management. Expert evaluation is the traditional method for safety evaluation. However, in the process of expert assessment, the weight of evaluation factor that are subjective is always ascertained by experts. The method can cause evaluation bias because of the subjective weights of factors. In this paper, fuzzy theory was introduced to integrate with the subjective weights by experts. Based on the requirement on safety of air traffic management, a set of safety performance indicators is proposed. Multi-level fuzzy comprehensive evaluation model based on fuzzy mathematics is established to evaluate the safety performance of air traffic management. The effectiveness of the method was instanced by the results of example.
