This paper examines the opportunities offered by the transition to digital modulation and the use of adaptive control techniques on finding a solution to congestion in the HF bands as part of the forthcoming review of radiocommunication service allocations between 4 and 10 MHz at the 2007 World Radiocommunication Conference.
