Abstract :
In order to improve efficiency of video monitoring system and meet the needs of mobile video system, MPEG-4 video compression encoder was designed, which use the "cross" motion estimation algorithm and DCT if whose coefficients all is zero, it can prejudged, processor structure based on the Nios was created, and video transmission based on GPRS module was built. The system is real-time mobile video monitoring intelligent system with implementing the integration of monitoring, security and control.
