Assessing aggregate investments in distribution systems for regulatory audits

Regulatory boards commonly audits distribution energy services by analyzing results rather than the processes in which such results are obtained. The products of such results are of interest not only for the Regulatory Board but also for the Utility, since the latter can better assess its own performance. Furthermore the Utility must know the elements that the Regulatory board uses for the audits.
