Abstract :
This paper mainly explored the influence of toll-by-load policy on the vehicle type constitution pattern and traffic volume of freeway. According to the investigation of this paper, the freeway is tending to lose road users further under the current toll policy. Consequently, either the profits of the freeway are greatly influenced, or the service capacity of the un-tolled trunk highway within the transport corridor is greatly exceeded. This paper takes Jin-Ji freeway as an example. Based on comparing the current vehicle type composition and traffic volume of freeway to the previous ones when toll-by-type policy was implemented, some operating suggestions which can guide decision making are put forward in this paper. Route choice model with a time value part based on minimum generalized cost is suggested in this work. To attract road users, the freeway companies are strongly recommended to shift the toll rate of trucks by considering the similar generalized cost of choosing freeway and parallel roads.
