Abstract
Emergency preplan describes domain knowledge for emergency handling. However, most of them are formed in sample text or d document, and it is difficult for emergency decision-makers to achieve related knowledge accurately and quickly. For solving the problems above, we put forward an emergency preplan knowledge representation framework. First, we analyzed emergency preplan textual knowledge and achieved three kinds of knowledge in different levels. Then, an emergency preplan ontology was built and the way to represent emergency preplan knowledge was proposed. Finally, an emergency preplan semantic retrieval system was implemented with the help of ontology reasoning mechanism.
