Research on Indexes System for Evaluating C^(4)ISR System for NCW

For C⁴ISR (Command, Control, Communication, computer, Intelligence, Surveillance and Reconnaissance) system simulation and evaluation, the corresponding indexes system which is reasonable and acquirable is the key problem. To meet the need of effectiveness evaluation of C⁴ISR and taken the core competence of C⁴ISR for network-centric warfare(NCW) into consideration, we introduce and analyzes the conceptual of network-centric operation, then provide the indexes system based Network centric operations conceptual framework(NCOCF) for evaluating C⁴ISR system for NCW and give out an example of the application.
