After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The Poyang Lake Ecological Economic Zone is important in Chinese ecological civilization construction, land development; regional coordinated development and rising Jiangxi. So we must plan scientifically and construct on a high level. We should promote Jiangxi rise by relying on abundant natural resources, rational use of various favorable conditions, adopting effective measures, comprehensive environmental protection and economic development and reasonable development of eco-economy. We should construct national ecological demonstration zones and accelerate to develop the area´s economic, environmental, and social.
