Abstract
As the emergency happens, the emergency materials need to be deployed rapidly and efficiently for the emergency rescue. In that case, we should design the quick and efficient emergency procurement mechanism. This paper analyzes the evolutionarily stable strategies of suppliers during the emergency procurement bidding process based on the evolutionary game theory. The result shows that there will be a multi-supplier mechanism with a main supplier and some sub-suppliers in the bidding process, and the main supplier will change continually. Therefore, the government should provide the equitable atmosphere and quoted price mechanism. Finally, this paper put forward the suggestions on the emergency procurement mechanism.
