Abstract
This paper proposes a phase-comparison monopulse receiver using pulse-to-pulse frequency agility for a rapid RCS fluctuation of targets and a corresponding angular estimator using multiple observations. Performance is numerically investigated through Monte Carlo simulation and compared with the common MLE of angular deviation. Performance of the estimator is also compared with that of the Swerling I targets model, when frequency agility is not used.
