Abstract :
The regional innovation capability is necessary for region to reinforce competitive advantage. The regional innovation capability is either a premise of effective decision or important method for region or country to increase own competitiveness. In this paper, firstly, the regional innovation capability is analyzed. Secondly, the definition of effective index is put forward. Thirdly, according to the basic conception and definition, a multi-level evaluation system is established. Fourth, a multi-level evaluation model is established based on unascertained method and AHM. The system and method is practical.
