Abstract :
River basin water resources allocation is a complicated multi-scale system related to water resources, social economy and ecological environment. Water quantities allocated to living, industry, agriculture and ecology are chosen as the four indicators to evaluate the river basin water resources allocation´s effect on social economic sustainable development in this paper. Making use of variable fuzzy evaluation method to evaluate Haihe river basin water resources allocation scheme. The evaluation results show that the allocation scheme is reasonable, and the water users are able to basically meet the development needs in 2010 level year. By adjusting the industrial structure, agricultural plant structure and improvement of water use efficiency, Haihe River basin will realize sustainable development. Therefore the allocation scheme is reasonable and practicable.
