After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Bilingual education is an effective way to improve students´ competency for international competition and communication in their specialized fields. Comparing the foreign language and the subject knowledge in bilingual teaching, which one outweighs the other? In this paper, the essential concept of bilingual education was discussed. Then the relationship between the language and subject was investigated. Finally, some ideas were proposed for the integration between language and content.
