Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Simulation-based training is a cheap, safe and effective method for the learning of psychomotor skills such as flying. But it is still limited by the availability of experienced instructors. The combination of simulation and intelligent tutoring system can be a potential approach to solve this problem. After a brief review on ITSs in skill training, we can see that scenario-based intelligent tutoring system is a proper alternative for flight training. The general aim of our work is to design an intelligent flight trainer which can generate vivid flying scenarios with personalized verbal instructions for trainees. The functions of the system are defined and the system architecture is given.
