  • Abstract
    With Chinese rapid economic and social development, cities are facing with water scarcity and deteriorating water environment, the sewage treatment engineering has become an increasing concern. Facing the large investment and construction of sewage treatment, operation and management difficulties, the incomplete cost system and the status of backward technology in northern cities of China, using the LCC as our guide in north China city to establish a suitable sewage treatment project construction and operation cost function perfects sewage treatment project cost system of the northern cities, and using the value engineering techniques analysises the functional consumption of the people, materials and machine in the construction and operation repeated continuously, from which the highest coefficient of option value as a basis for decision-making to control the sewage treatment engineering cost.
