A horizontal integrated platform for realizing online one-stop government

In recent years, Chinese government has made great progress in the exploitation and utilization of government information resources. However, there is a very low level of information sharing among governmental departments, enterprises and citizens because of China´s fragmented government organizational structure and incompatible information systems which are built for different departments. On the basis of analyzing the information-sharing status of Chinese governments, the paper studies the characteristics of government information flow and the relationship of them, proposes that the fragmented government organizations obstruct the information sharing among governmental departments and it have become a big block of e-government horizontal integration. On this basis, the paper designs an e-government platform to support the horizontal integration, put forwards system structure and main functions of the platform, and finishes with some future research issues.
