This paper extends fuzzy rough set model based on single granulation to fuzzy rough set model based on multi-granulations, which is called as MGFRS. The lower and upper approximations of fuzzy sets are defined based multi-equivalence relations, and basic properties are investigated. It is shown that basic properties of fuzzy rough sets and MGRS model are special instance of MGFRS model. At the same time, the proofs of some properties of MGRS model are optimized and some mistakes are corrected. Finally, we propose an approximation measure of fuzzy sets based multi-granulations, and the approximation of a fuzzy set described using multi-granulations is always better than using single granulation.
